A 13A Visa is a Philippine Spouse Visa which gives the holder permanent residence in the Philippines. Philippine Citizens use this visa to get their spouse and children permanent resident status. 

The Philippine Immigration Authority issues a permanent resident visa to a Filipino citizen’s eligible non-Filipino spouse (specifically the 13A visa, 13A Non-Quota Immigrant Visa). The 13A visa is only issued to citizens of the following countries:

  • Austria, Algeria, Argentina, Australia, Belgium, Belize, Bolivia, Botswana, Bosnia & Herzegovina, Brazil, Canada, Cape Verde, Chile, Colombia, Costa Rica, Croatia,  Denmark, Czech Republic, Ecuador, Egypt, El Salvador, Estonia, Finland, Fiji, France, Gabon, Germany, Greece, Guatemala, Egypt (visa applicants must be male and married to a Philippine citizen), Honduras, Hong Kong SAR,  Iraq, Ireland, Iceland, Indonesia, Israel, Italy, Japan, South Korea, Latvia, Lesotho, Libya, Lithuania, Luxembourg, Macau SAR, Malta,  Malaysia, (provided that the marriage took place before 24 April 2001 or that the couple is married for at least 5 years), Marshall Islands, Mexico, Micronesia, Monaco, Malta (provided that the marriage sealed on or before 24 April 2001 or the couple had been married for at least 5 years,) Mexico, Marshall Islands, Mexico, Nigeria, Northern Mariana Island, Norway, Oman (visa applicant must be male and married to a female citizen of the Philippines), Papua New Guinea, Peru, Russia, Paraguay, Saudi Arabia (visa applicant must be male and married to a female citizen of the Philippines), Senegal, Serbia, Singapore, Spain, Sweden, Switzerland, Trinidad and Tobago, Slovakia, Slovenia, South Africa, Spain, Suriname, Thailand, Tunisia.

A permanent residence visa 13A shall not be issued to nationals NOT included in the previous list.

13A VISA, FOREIGN SPOUSE OF A FILIPINO NATIONAL (A Philippine Citizen.)

This visa means you are married to a citizen of the Philippines and wish to live in the Philippines permanently.

It is important to note, If the applicant wishes to extend their stay beyond 59 days in the Philippines, they need to apply for an extended stay.  This must be filled out with the Immigration Office in Manila or the Immigration Office nearest to the place where the applicant is temporarily resident.

HOW TO GET A 13A VISA, FILIPINOS SPOUSE VISA FOR AN IMMIGRANT

The following condition or requirements must be met to get a Filipino spouse visa for an immigrant.

  • The applicant’s personal appearance
  • Two (2) copies of the visa application form Accomplished.
  • The applicant’s passport with a validity of at least six months after the Philippines’ date of departure (The Philippine Embassy in Singapore will accept only electronic passports and machine-readable passports for visa applications from October 1,  2016, onwards. For visa applications, old machine-readable passports (hand-scripted passports) will not be approved.
  • Two (2) photocopies of an applicant’s passport details page.
  • Two (2) passport photocopies of the applicant’s Filipino spouse’s passport information page.
  • Initial and photocopy of birth certificate claimant.

  • Original and photocopy of the NSO or PSA-issued birth certificate of the applicant’s Filipino spouse (non-NSO or non-PSA birth certificates are not recognized, such as the original Municipal Form No. 102, hospital-issued birth certificate, or municipality-issued birth certificate).
  • Initial marriage certificate and photocopy.

If the 13A visa, claimant, and the Filipino spouse are married in the Philippines, the marriage certificate must be viewed and verified by the Foreign Ministry of the Philippines.

If the 13A visa applicant and his Filipino spouse are married in Singapore, they must have registered their marriage with the Philippine Embassy in Singapore.

The marriage must have been placed and registered with the Philippine Embassy or the Philippine Consulate General in the country where that marriage took place if the applicant and the Filipino spouse have been married in another country.

If the Filipino 13A visa partner had already married the claimant before the marriage, evidence of the marriage’s annulment must be submitted.

  • Latest images, 3.5 cm x 4.5 cm in size, colored and taken against a white background.
  • Permanent Resident IC, PE Pass, E Pass, S Pass, Work Permit, Student Pass, Dependent’s Pass (Photocopy of Singapore-issued IC)
  • Clearance Certificate (COC) issued by the Singapore Police Force.
  • Evidence of adequate financial ability to reside in the Philippines, such as, but not limited to, bank statements of accounts, CPF contributions, savings, stock certificates.
  • The medical examination is to be carried out in Singapore by a doctor. The examining physician, along with a soft copy of the x-ray result in a compact disc, must complete the Philippine Embassy’s medical form.

The 13A Visa Officer’s Interview.

Please also note that the Filipino spouse/parent of the visa applicant may be expected to interview with the foreign spouse/minor child about the immigrant visa application.

Foreign-sourced documents (Items 7 and 9) must focus on the Philippine Embassy’s authentication procedure. If applicable, additional processing and charges will apply. After review and evaluation of his submitted papers, the applicant would be told what to do.

All documents in Spanish or another foreign language should be submitted along with the corresponding English translation.

If and when deemed necessary, additional documentation will be needed.
